Canada's Evolving Steel and Aluminum Import Policies: An Analysis of Impact and Countermeasures

Amidst escalating global trade tensions and increasing protectionist measures, Canada has implemented significant changes to its steel and aluminum import policies. These adjustments are primarily a direct response to the re-imposition and subsequent increase of U.S. Section 232 tariffs on Canadian metal products. Canada's new measures aim to safeguard its domestic industry from import diversion and ensure market stability.

U.S. Section 232 Tariffs: Re-imposition and Escalation for Canada

Initially, effective March 12, 2025, the United States officially re-imposed Section 232 tariffs on steel (25%) and aluminum (10%) imports from Canada. This decision was enacted through executive orders signed on February 10 and 11, 2025. The U.S. Bureau of Industry and Security (BIS) also ceased processing Section 232 exclusion requests as of February 10, 2025, and all country-level exemptions or alternative arrangements, including those involving Canada, concluded on March 12, 2025. This initial re-imposition created a significant challenge for Canadian metal exporters, forcing them to contend with increased costs when accessing the U.S. market.

However, the situation escalated further. On June 3, 2025, a new Presidential Proclamation was issued, which significantly increased the Section 232 tariffs on steel and aluminum imports to 50% for nearly all countries, including Canada. This higher tariff rate became effective on June 4, 2025. This move has intensified the pressure on Canadian metal industries, demanding a more robust response to protect their economic interests.

Canada's Safeguard Measures: Protecting the Domestic Industry

To counteract this situation and prevent the potential diversion of steel and aluminum originally destined for the U.S. market into Canada, the Canadian government has implemented its own safeguard measures. On June 19, 2025, the Canadian Finance Minister announced new protective measures for its aluminum and steel sectors. Commencing on June 30, 2025, Canada will enforce reciprocal procurement rules, prioritizing Canadian suppliers and trusted trade partners. New tariffs based on the origin of production (smelting and casting locations) will be applied not just to steel but also aluminum to combat global overcapacity and unfair trade practices.

Notably, on July 16, 2025, Canadian Prime Minister Mark Carne announced a tighter policy: the duty-free quota from non-FTA countries will be cut to 50% of the 2024 export volume. Imports beyond this quota will face a 50% tariff in addition to existing tariffs (e.g., 25% anti-dumping duty on China), effectively doubling the cost for these non-FTA imports. The tariff rate quota (TRQ) for these rolled steel products is set at 2.6 million tons. These measures were initially put in place for 30 days and are subject to periodic review based on market conditions and developments with U.S. tariffs. The primary objective is to stabilize the domestic steel and aluminum market, protecting Canadian producers and workers from the adverse effects of trade imbalances. To mitigate negative impacts, Canada also announced a CAD 10 billion loan program for large businesses affected by these tariffs, demonstrating its effort to support domestic industry through financial aid.

Implications and Outlook

These evolving policy shifts have far-reaching implications for the global metals supply chain. For importers and exporters, a thorough understanding of the new regulations is paramount to navigating the complex trade landscape. Canada's measures, while defensive, reflect the necessity to protect national economic interests in an increasingly unpredictable trade environment. For Vietnam, a country without an FTA with Canada, steel exports to Canada dropped approximately 38.6% in the first five months of 2025, totaling about USD 19 million. The new Canadian measures restrict non-FTA countries' market access through lower tariff-free quotas, while countries with FTAs benefit from higher quotas (100% vs 50%), making competition tougher for Vietnam's exports.

Meanwhile, the global aluminum and steel industries continue to adapt to evolving trade barriers and market volatilities. Close monitoring of trade negotiations and policy adjustments will be key to anticipating future trends.

Note: Market information and figures are based on data available as of July 23, 2025. U.S. Section 232 tariff re-imposition dates and rates (initial and increased) have been verified. Specific details regarding Canada's tariff rate quotas (TRQs) and surtax on rolled steel, while presented as per the original source article, were not independently corroborated by external verification sources as of this date.
