In Thanh Hoa province, the North-South High-Speed Railway Project passes through 19 communes and wards with a total length of 95.33km. The project includes one station and three maintenance stations. The scope of land acquisition (GPMB) affects more than 2,100 households and numerous infrastructure projects. To serve the project, localities have rapidly implemented GPMB activities.
In Hoang Giang commune, the project spans 2.4km and includes one maintenance station. A total of 29.81ha is affected, including 2.35ha of residential land, 22.845ha of agricultural land, 1.68ha of cemetery land, 0.445ha of educational land, 0.79ha of transportation land, and 1.69ha of river and water areas. The project affects 522 households, of which 103 are related to residential land and 419 are related to agricultural land, along with several institutions such as schools, cemeteries, and spiritual areas.
Due to the large amount of residential land and the impact on schools and the 2,300 graves in the people's cemetery, the GPMB work is regarded as very complex. Hoang Giang commune has established a GPMB steering committee led directly by the Party Secretary, and a compensation and resettlement council has been formed. Activities such as publicity, mobilization, and surveying and statistics have been conducted systematically with broad public support.
Hoang Giang commune has already set up preliminary boundary markers and organized meetings to publicize the project and compensation policies. Most residents show support for the relocation and land handover to serve this major project. Mr. Le Ngoc Chinh, a resident affected by the project, shared that the family is willing to move and hand over land but hopes that the resettlement areas will be developed in a coordinated manner with proper infrastructure and economic assistance to ensure their living standards.
Hoang Giang commune has selected 2 resettlement locations in Nhan Hoa village, total area 8.01ha. These locations are adjacent and convenient for living and production after relocation.
In Dong Tien ward, the project spans 3km and affects 17.56ha, including 4.7ha for residential use and 12.86ha for agricultural land. The ward has conducted public consultations and proposed three resettlement areas. Two of them have been approved, and one is under review. Some residents requested that compensation be made by land in the resettlement areas, to ensure their rights and stability of life.
GPMB work is committed to completing by Q1/2027, with most land to be handed over to contractors before December 2026. This project is crucial in promoting socio-economic development and reducing regional disparities.
