Lao Cai – Hanoi – Hai Phong Railway Project: First Construction Items Set to Break Ground, Ushering in a New Era of Connectivity

Lao Cai – Hanoi – Hai Phong railway project prepares for groundbreaking

Hanoi, October 8, 2025 – The Lao Cai – Hanoi – Hai Phong railway project, one of Vietnam's key national infrastructure initiatives, is preparing to break ground on its initial construction items. Spanning approximately 419 km with a total investment of 203.231 trillion VND (equivalent to about 8.37 billion USD), this railway line is not only crucial for connecting major economic centers in Northern Vietnam but also a significant highlight in the strategy for socio-economic development, national security, and enhanced international integration.

Project Overview and Strategic Importance

The Lao Cai – Hanoi – Hai Phong railway project has received approval for investment from the National Assembly, marking a major step forward in modernizing Vietnam's transportation system. This railway line will connect three strategically important provinces and cities:

  • Lao Cai: A vital trade gateway with China, a logistics hub, and a tourist destination.
  • Hanoi: The capital and the economic, political, and cultural center of the country.
  • Hai Phong: The largest international seaport in the North, serving as a gateway to the sea for the region.

The construction of this railway will create an efficient transportation corridor, reducing travel time and costs for goods, especially imports and exports through Hai Phong port and Lao Cai border gate. This will not only boost trade and investment but also provide strong impetus for the development of industrial zones and economic areas along the route.

Preparatory Work and Initial Challenges

In preparation for the groundbreaking, land clearance has been simultaneously implemented in 20 localities along the railway route. This is one of the most complex phases of the project, requiring close coordination among all levels of government and the consensus of the local population.

However, the project also faces significant challenges:

  • Route Optimization: Finding an optimal route that ensures both economic-technical efficiency and avoids densely populated areas, historical and cultural sites, and critical infrastructure (such as Gia Binh airport, and the tombs of the Ly Dynasty in Bac Ninh) is a complex task. Local planning adjustments are being considered to minimize impacts.
  • Capital Mobilization: With a large total investment, securing funding is a considerable challenge. The government is actively working with international partners and financial institutions to ensure project funding.
  • Technology and Engineering: The project requires the application of modern railway technologies, demanding high technical capabilities in design, construction, and operation.

Implementation Roadmap and Expectations

According to the plan, the Lao Cai – Hanoi – Hai Phong railway project is expected to commence its first construction items in 2025, with a target completion date of 2030. The Prime Minister has directed relevant ministries, sectors, and localities to urgently prepare the project report and assign "6 clear" responsibilities to accelerate progress.

The initial groundbreaking items will focus on critical preparatory works such as:

  • Land Clearance: Completing priority areas for handover to contractors.
  • Construction of Stations and Resettlement Areas: Preparing infrastructure for key stations and resettlement areas for affected residents.
  • Ancillary Works: Constructing other supporting facilities to ensure the smooth operation of the project.

Government Support and International Cooperation

The Vietnamese government is demonstrating high determination in implementing this project. Prime Minister Pham Minh Chinh has repeatedly chaired meetings to review progress, address difficulties, and accelerate preparatory work. The active participation of ministries such as the Ministry of Transport, the Ministry of Planning and Investment, the Ministry of Finance, along with the provinces and cities along the route, is a key factor in ensuring the project's success.

The project has also garnered interest and support from international partners, particularly China, within the framework of the "Belt and Road" initiative. This cooperation not only provides funding but also offers an opportunity for Vietnam to access advanced technologies and expertise in the railway sector.

Socio-Economic and Environmental Impact

  • Economic: Boosting regional and national economic growth by reducing logistics costs, enhancing the competitiveness of Vietnamese goods, and attracting investment.
  • Social: Creating thousands of direct and indirect jobs, improving the livelihoods of people, especially in disadvantaged areas.
  • Environmental: A modern, environmentally friendly railway system will contribute to reducing carbon emissions compared to road transport, aligning with Vietnam's climate change commitments.

This project will also generate significant demand for construction materials, from steel and cement to various aluminum sheet 1050, 3003, 5052, 6061, 7075 for station structures and ancillary facilities. Suppliers of materials and construction services will have substantial opportunities to participate in the project's value chain.

Conclusion

The Lao Cai – Hanoi – Hai Phong railway project is a testament to Vietnam's strategic vision in building a modern and synchronized transportation infrastructure system. Despite the challenges ahead, with the government's determination and the close coordination of all stakeholders, the project promises to create a new impetus for development, not only for the provinces and cities along the route but also for the entire Northern region, contributing to the overall prosperity of the country.
